Menus are a set of buttons which can be connected to various elements in your editor which contain a collection of pages/panels.
You can add a menu to your site and then choose what the menu is assigned to or you can choose an element and add a menu to it.
You can use a menu for switching between the pages of your website, changing the panels of a tabs panel or changing the images/videos in a gallery.
